The deal will be completed after this Saturday’s Barclays Premier League fixture at home to Manchester City
The 31-year-old defender agreed a one-year deal with the Toffees in September after becoming a free agent when his contract ended at West Ham United in the summer, making 15 appearances.
The Australia international admitted he had not been expecting to leave Goodison Park.
“The move has come as a surprise to me,” he said on the club’s official website.
“I’d like to thank the staff and fans but most of all my team-mates for making my time at Everton very enjoyable. I am pleased to have had a positive impact on the team and the club and wish them every success for the future.”
Neill is technically available to play for Everton against City before he jets out to join his new club on Sunday.
He will also be available for Galatasaray’s Europa League campaign as he did not appear in the competition during his spell with the Merseyside outfit.
Gala will face Spain’s Atletico Madrid in the last 32 next month – and Neill could even return to Goodison in the following round should both Gala and Everton win their respective ties.

“Galatasaray have signed Australia international Lucas Neill on a one-and-a-half-year deal from English Premier League side Everton,” it read.
And the player is now eager to join up with his new team-mates.
He said: “I’m now delighted I’ll be joining a massive European club with great ambitions for the season.
